AFTER more than ten years of planning, Indonesia has finally started the process analog switch-off (ASO). ASO is the process of migrating analog television channels to digital or better known as the television digitization process.
In the official website of the Ministry of Communication and Information (Kemenkominfo), it is stated that analog television broadcasts which have been on the air for almost 60 years in Indonesia will be replaced by digital television broadcasts no later than 2 November 2022. To simplify the process, ASO is carried out in three stages.
The first phase will be held on April 30, 2022. The second phase will be August 25, 2022 and the third or final phase, November 2, 2022. In November, it is targeted that ASO will have been fully implemented in 22 provinces. To make it easier for the public, the government also distributes digital broadcast supporting devices in the form of set top box or decoder free to the public.
Not without reason, television digitization is said by many experts as a necessity. Countries in the world have also digitized long before Indonesia. Luxembourg and the Netherlands were the first countries in the world to successfully digitize television completely in 2006.
In ASEAN, Malaysia became the first country to successfully digitize television completely in 2019. Just like Indonesia, Malaysia needs several years to be able to carry out ASO completely. Meanwhile, Singapore became the first country in the world to conduct ASO simultaneously in all its territories in 2019.
There are several advantages to digitizing television. The most visible advantage and can be directly felt by television viewers is the increase in broadcast quality. The picture and sound quality of digital television is said to be far above the quality of analog television broadcasts.
For example, when using analog-based television broadcasts, the picture quality often drops suddenly and becomes blurry when the antenna moves or is carried by the wind. When you use digital broadcasts, things like that will be minimized very significantly. Television viewers also do not have to bother to correct the position of the antenna.
Interestingly, with digital television devices such as decodertelevision channel or channel you will get much more. Of course, without the need to pay a monthly television subscription fee.
In addition to having an effect on broadcast quality, ASO is said to also create efficiency in various aspects. One of them is in the availability of frequencies, especially the 700 Mhz frequency band.
The 700 Mhz frequency band is a very limited resource which is still dominated by analog television broadcasts. In fact, with a larger space on that frequency, Indonesia will have the opportunity to improve internet network performance.
With this increase, the government predicts that there will be a more rapid movement of the digital economy. At least 232 thousand jobs in the digital economy will be created with the digital dividend or residual frequency.
“Indeed, if we talk about efficiency, of course it will be more efficient. Likewise with the advantages of the digital economy sector. If the internet network can be even better after this ASO, of course the economic movement will also be faster,” said an expert on digital economy at the Institute for Development of Economics and Finance (Indef), Nailul Huda, when contacted on Thursday (14/7).
Although not easy, Huda believes the ASO process will be able to run until it reaches the specified target. Therefore, the government should be more aggressive in socializing the program and distributing tools decoder to communities that need it.
“If the public understands, surely they will also be more willing to move to join the program because they know that at least they can watch more comfortably,” said Huda.
In addition to ASO, the government is also actively pushing for a network switch to 4G. This appeal has prompted several cellular network providers to phase out 3G networks in several areas.
One of provider Telkomsel will soon remove the 3G network in Jabodetabek. Starting July 20, all of Telkomsel’s 3G network in Jabodetabek will be completely gone. Therefore, customers who are still using a 3G cellular card must change it to a Telkomsel outlet. Otherwise, they will no longer be able to use the mobile card.
Apart from Telkomsel, Indosat and XL Axiata are also gradually starting to phase out 3G networks. Same with Telkomsel, the second customers provider They are also advised to immediately replace their cellular card.
“This is also something that certainly leads to positive things. With the better internet network, it will definitely encourage faster and more digital transactions. It can be in various activities, for example, transactions e-commerce. When the transaction turnover gets faster, the economic growth will also get bigger,” said Huda.
However, in contrast to ASO, Huda assessed that the full migration process from 3G to 4G in Indonesia would be more difficult. The new possibility will be achieved in the long term or more than the next five years.
“Because this, right, is related to telephone equipment owned by the community. I’m sure there are still many of our people who cell phoneit still doesn’t support 4G. Right, it’s impossible to make a sharing program cell phone like sharing decoder. No development yet base transceiver station (BTS) in areas that must be accelerated,” said Huda.
In line with Huda, a cybersecurity expert at Tiketcom, Alfons Tanujaya, also said that ASO and 3G switch-off it is time for the Indonesian government to do so. Maintaining these two technologies is considered inefficient.
“It would be high cost and inefficient to maintain these two technologies because it would have to activate and maintain the old technology as well as the new technology,” said Alfons.
Alfons explained that there will be many advantages of digitizing television. From distortion-free broadcasts to the availability of more television channels. That way, the Indonesian people will be served with more variety and quality shows.
“While with 3G” switch-off The advantage is that the spectrum that was previously used by 3G can be switched to 4G so that cellular users will of course have more frequency bands to access services and this will have an impact on the speed of accessing cellular and internet services,” said Alfons.
